Beyond the Day of Infamy- The Orchestrated Rise of the American Order

 The “surprise” Japanese attack on Pearl Harbor catalyzed the American hegemonic order that has defined the last eighty-four years. It allowed the United States to enter a war it would help win, without sustaining major damage to the homeland, unlike its European counterparts. This stability enabled the implementation of the Marshall Plan, a strategic masterstroke spearheaded by figures such as Dean Acheson. The resulting recovery efforts effectively positioned the U.S. to dominate Western Europe across cultural, political, economic, and military spheres.

Contrary to the dominant historical narrative,  the Japanese attack on Pearl Harbor was arguably less a "surprise" than a long-anticipated catalyst. Henry Stimson, FDR’s Secretary of War, famously expressed a sense of relief upon hearing the news on December 7, 1941.[1] For an administration seeking a definitive reason to enter World War II with the full backing of Congress and a hesitant public, the attack provided the perfect casus belli. Stimson viewed the conflict as a means to unify a fractured nation at a time when the Roosevelt Administration faced waning popularity and the diminishing returns of the New Deal. Such actions underscore a historical precedent where executive leaders pivot toward external conflict to distract a fractured electorate from a stalling domestic agenda.
The Roosevelt administration initially anticipated that a declaration of war would originate from Berlin rather than Tokyo. To this end, the U.S. began a series of provocations against German U-boats while ferrying weapons and wartime supplies to the British. In his pursuit of a "back door" to the conflict, Roosevelt reportedly confessed to his ambassador to France that war against Germany was inevitable, but "must wait for an incident."[2] Much to their disappointment, no such incident occurred, and the United States shifted its focus to Imperial Japan in early 1941.
Washington viewed Japan as the more reactive target, largely due to its increasing alienation from Western powers and its aggressive imperial ambitions. Seeking to rival the British and French empires, Japan embarked on a rapid military expansion that required massive oil reserves—resources their own geography lacked. This dependency initially fueled their occupation of Manchuria and Korea. While the United States had been a primary supplier of these vital resources, the Roosevelt administration eventually leveraged this reliance, using oil embargos and territorial disputes in the Pacific to maneuver Japan into a position that would necessitate an American entry into the global war.
Japan’s shift toward aggressive imperialism was fueled by a profound sense of betrayal by the Western powers. Despite its aspirations to join the global imperialist elite, Tokyo found itself marginalized; the Washington Naval Treaty, for instance, imposed stricter arms limitations on Japan than on the U.S. or Britain. Furthermore, the Molotov-Ribbentrop Pact between the USSR and Germany signaled a volatile shift in Sino-Russian relations that left Japan feeling geopolitically isolated. This "lone wolf" status transformed Japan into a defensive yet volatile state—one that Washington found increasingly easy to goad.
Initially, Tokyo sought to maintain neutrality toward the United States, making the avoidance of an American war a strategic priority. However, Japan's expansionist maneuvers triggered a series of calculated American responses: the U.S. embargoed scrap metal shipments, and the British reopened the Burma Road to supply Chinese resistance. Feeling backed into a corner, Japan signed the Tripartite Pact in Berlin. In Tokyo’s view, this alliance with the Axis powers was a deterrent intended to ward off American intervention; caving to Washington’s mounting diplomatic and economic demands was considered a domestic and national impossibility.[3]
Ultimately, the attack on Pearl Harbor was an act of strategic desperation, not the unprovoked surprise foundational to the American mythos. By insulating this “surprise” narrative from historical scrutiny, the United States has successfully reinforced a moral framework that justifies its global hegemonic order. This persistent framing does more than just simplify the past; it serves as a critical pillar for maintaining the legitimacy of American geopolitical and cultural dominance, shielding the state from the complexities—and the contradictions—of its own rise to power.
